#4 String::startsWith(); method is not working

It seems that the String::startsWith() method is not
working, it was working before however got broken after
the String class was subclassed from BasicString and
CharString, the clue to solve this bug might be hidden
in any of those two classes and in fact, it must be
(preferably) solved at the BasicString level.
