#553 When using Join Tracks function over a polygon, the join creates a track without ties/sleepers

See attached pic, when Join tracks is used over a polygon it does not ceate the track's ties/sleepers. The global Draw Ties is enabled, and they are not hidden under the polygon (i.e. its not a front/back drawing order issue) . Repeatable.

I'm assuming this is a bug rather than a feature. However it is actually very useful as feature for creating an embedded track on a hardstanding/paved area. If you can spot the code causing the bug it migh tbe worth keeping and just giving the user the ability to enabled/disable it as required.

    there is a "no sleepers" oprion on track settings now - maybe bring set based on some copying of settings.
