If you downloaded zip and it does not start,
try to download a msi installation from
https://sourceforge.net/projects/xtrans/files/XTrans%20v1.8.0.4%20Setup.msi/download

Once started, you open your XML, go the menu File->Open XML…, then you open your XSLT, go the menu File->Open XSL…
Press Ctrl+T to transform them to a result output.
