#18 Wav to Mp3?

Hello,
I downloaded this program because on it says:
"For a free WAV to MP3 converter and CD ripper, CD-
DA X-Tractor is a steal"
on the URL
http://www.mp3-converter.com/cdda_xtractor.htm

But as far as I can tell, this is a CD-Ripper. I cannot find
where to convert .wav files which are on my hard drive to
MP3.
