I get the same thing running windows 2000 (with all service
packs and windows updates and so on). I am connected to
the internet by a corporate LAN but without a proxy server.
The firewall allows all outgoing connections AFAIK. For about
a second the message "Contacting CDDB server..." appears in
the status bar before "No matches in the CDDB database".
I've just downloaded CD-DA-XTractor for the first time, v
0.24.
Is it possible that freedb isn't as extensive as CDDB.com? And
simply the CD isn't in the freedb database? I've tried a couple
of quite common CD's, however.
I'm a programmer - I'll happily download the source in a bit, I
think, maybe I can help

I'm having the exact same problem as stated above. I have
used v.22, v.23 and now v.24. I have never had a problem
retrieving CDDB information until now.
It's been a while since I have used the application and the
one thing I can not recall is if this is the first time using v.24.
I always download the .exe and the settings are always as
defaulted. I do have FreeDb enabled. I do have an internet
connection (standard cable connection, no proxy).
Nothing on my system or connection is different than the last
time CDDB was working, other than I think this is the first
time I have used v.24.
So, while writing this, I thought: let's reinstall v.23 and see if
it still works. Sure enough, it does.

Append the Query Script and Submit script with a "/" at the
end of the command:

and as an example, winamp and others do connect to
CDDB/freeDB without problems.

I noticed the same problem, but with just a little
modification I got it working.
Enter "freedb.freedb.org" as the FreeDB server. Everything
is working now.
