Summary: Diacritics characters

Initial Comment:
Diacritics characters are replace by URL escape 
characters when change the "sort by" order, confusing 
the crossQuery servlet. 

To reproduce this bug, follow this steps: 

1. At http://content.cdlib.org/search?style=eschol,
type the word América

2. At result page, change the "sort by" order to 
title.

3. The servlet show the message
"Your search for am and e9rica in text, title, 
creator, description found 0 books."
