xslt menu not appearing in Xemacs install on Win2000

I have installed XEmacs on Win2000 with the included XSLT-process-mode
package.  I can M-x xslt-process-mode and it shows "XSLT" in the status bar
so I think the package is loaded... I don't get any error, just no toolbar.

Has anyone had the same problems?
