new package with PDF support for Windows

Hi,

Right now I'm uploading a new version that contains support for
viewing the generated PDF file on Windows as well. If you're running
on Windows, please try it out and let me know if it works for
you. I've tested this package on Win2k, with both GNU Emacs 20.7.1 and
XEmacs 21.4.3; they both work fine.
