You've given me stuff to think about, since I've never played with
`tab-stop-list' and have always been happy with eight-column tab
stops.
Most of the variables that you mention become buffer-local as soon as
they're set, and it's easy to surmise that they're set up that way
just so that different modes can do different things.
Hassle me if I don't comment more on this within a week, but the
others on this list are welcome to chime in as well.
