#3 add local definitions of variables

I have found the mode very useful so far, but there are a
few local variable definitions I am missing:

- indent-line-function should be set to xsl-electric-tab so
that indent-region (usually mapped to [C-M-\]) works.
- appropriate variables and functions for commenting line
should be defined.

Maybe the mode could be implemented as a minor
mode with sgml-mode as major mode...
