New justifier.

fixed the problem with open file descriptors left behind when spawning a
new process.

Two changes:
First, move the installation process to the beginning of the configure
so that if any files need to be created during the installation, they
can be done so.

Secondly, the xmc-gui script needs to be created in the $prefix/packages/xmc
directory, so create that directory in the first step above.

Fix odd construction that gcc 3.0 complains about.

* multi-line strings are deprecated

* fixed jumptable macros to compile w/ gcc3.0 without warnings

* undone incorrect changes related to inclusion of time.h

Modified statement whose syntax yielded warning under gcc 3.0: array
bound variable both used and modified within same statement.

The test scripts have been modified to call xsb and load xmc (which is
the current approach) rather than to call xmc directly.

Changed the test suite scripts so that xsb is called instead of xmc by them
and then xmc is loaded in the gentest.
