#1 Replace XML::Smart

Chris Dent pointed out that XML::Smart has been
incorporated into PLJava, a new CPAN package that
requires Java. This is not a problem, except that when
you do a CPAN installation of XRI, it tries to install
PLJava instead of the standalone XML::Smart. That's bad.

This is not a critical problem, but it is an
inconvenience. Because the XRI resolver doesn't do
anything particularly sophisticated with its XML
parsing, it would be good to migrate over to a more
standard parser, such as XML::Parser or even SAX.
