#83 Personal Planner: Sporadic expanding/collapsing tree

Occassonally refresh events on the Personal Planner leave the tree not in the same state of expand/collapse. When working with lots of Projects this can complicate using the Personal Planner. We should offer an expand all and a collapse all option and store the value. This value should be remembered and used each time the tree is updated.
