#8 struct timestamp defined twice in xplib

xprobe2-dev/src/xplib/xp_get_ping_payload.h defines
struct timestamp.
xprobe2-dev/src/xplib/xp_get_ping_payload.c used new
structure.

This structure is previously defined in
/usr/include/netinet/ip.h on Redhat Linux 8.0 boxes.
