I don't think it is a problem of the LANG enviroment and the
different delimiter characters.

I just installed the older version of xplanet (Version 0.94) and used
the same markerfile as I used with Version 1.03.

In Version 0.94 everything is fine. Maybe this might help you finding
the fault. Maybe you changed something regarding rendering?
