It is not a "must" - I've (naturally) not been able to do as extensive 
research on swedish servers as on german ones - even using english search 
terms, google-results for me seemed to be mostly for german offers 
(perhaps google using my .de address to find the 'more important' hits?!)
and I cannot read swedish-only sites. The quick search Darel did didnt 
turn up any offer that would come even close to the price/value 
combinations that I dug up.

What we're looking for are dedicated servers (most likely with 
root-access) for under 20 or perhaps 25 euros/month and of course a "low 
ping all over europe".

The Hetzner offer was labelled with "christmas special", so it might be a 
good idea to start renting a server pretty soon.... (or it might not - 
often limiting the time for an offer has been used as an advertising 
trick, e.g. for DSL-type access to the internet in germany... where 
yet another limited time was granted again and again)
