Well, you can download the vc++ compiler from MS, nmake and other assorted 
utils are in one of them .NET SDK packs methinks.

Install & Compile QT,

then its basically the same as the linux-qt build:

qmake
nmake
nmake install

with the right environment variables set.
...

Hardest part will be obtaining a QT3 version for windows.
