#19 Management Icons Order Placement

The Control Panel Icon is on the bottom fo both the left
nav tree and the main folder view on the first root.

It shoudl be on the top of both.

The top of the left nav tree and the top of the first root
folder view in the main browser.

A child node of the control icon in the left tree nav
would be the products folder and its children being
installed products.
