#46 Create new folders for data, codes and definitions

As a data administrator, I want to be able to separate data, codes and definitions by project, environment (e.g. computer language, framework or database engine) and function (e.g. data access or front end model / view model).

The data, codes and definitions must be split from the rest of the session data, so that it can be kept multiple locations. The Library dialog must be enhanced to allow new locations to be created, and for the different files in a file group to be saved in different locations.
