Not for the time being… Unless I'm mistaken Android apps run in a Java environment, while Xournal is written in C/C++ with GTK. So it'd be fairly hard to port.

I don't think they have any plan in the near future. I must say if they do that it became pretty easy you all the users, they you have to open the browser and get the access, a app is enough for all this.
Even I am also looking for the app developer that provide excellent quality app from a client website.

There's an NDK which has C/C++ support.
