#1 Short manfile.php While Install

When I trying to install this application, the page show the install.php need
manfile.php. But I looking all file which download from new 2.7 version tar ball
file, there is no manfile.php in the package.

xoopsforge is dependent on the xoops portal system, first
install this, then copy the tarball to the xoops/html directory
and extract it there.
