This is not a XCL problem, but can result in a big headache: some new versions of MS Windows are setting two IPs to localhost, the IPv4 127.0.0.1 AND the IPv6 ::1 , resulting problems with MySQL connection. In my tests, was necessary to replace the localhost address detected by XCL by the IP "127.0.0.1". Another option: delete the line ::1 localhost on the HOST file.
Sugestion: replace the Localhost DNS by the IP 127.0.0.1 on install system.
