Initial Comment:
By default this new template (system_homepage.html) contains this code :
<div style="display: none;">
    <p>Change the content of this template to fit your needs.</p>
</div>

It displays nothing (visible) on the homepage but when you have a hompeage without any content (just blocks), and if your content is styled, you can see an empty space (for example a square).

And if in your theme you have something like this (to avoid to display an empty block when content is null):
<{if xoops_trim($xoops_contents) != ''}>

Then the test become useless because there is something in the content (something useless).
This template should be really empty by default.
