in XOOPS 2.5.5 after install XOOPS, xoops block title is retrieve from Database and not from language files

such as Main Menu, User Menu all other block etc

can this be put in installation language files for standardization so we can localize it to local language before we start install XOOPS

and if the user change the block title to a custom title only then the title is put in database...
