#387 Cacheable Multi-Language

I know that there are tons of requests about implementing a good multi_language feature.
what i dont know is why it is not implemented until now.
IMO the GIJ hack is the best one until now.

Why not add it or add some enhancements to it and add that to xoops 2.6 as a new module.
