#289 Upload/ Ranks & smilie directories

add uploads/rank and uploads/smillies in the upload directory, place ranks and smillies icons in them.
then, add an option in the admin to be able to deactivate smilies and ranks, and also to choose the rank/smillies image set.
for that, some area in the core have to be modified, to be linked to the due directories.

or better, create those directories in the themes directory, which is more logical.
