I don't know if anyone had some thoughts about this, but it seems to important point to ME. It is not really a bug, but a weak point in XOOPS. I think it could be quite easy to bring down MySQL because of the database size (my amateur view!).
If you want to harm any XOOPS site just add notification for everything (news, forum etc.). This will take some time of course, but makes the database bigger and bigger.
Notifications should be limited in core. Especially important for the zombies that will never visit the site again, but have their notifications running. In my time as owner of myxoops.org I had to clear PMs from time to time, because of the notifications.

The user has now three options for the notifications. One is that he receives only one notification, and then no more until he visits the site again.
Maybe the administrator should have an option for a maximum number of notifications pro user and a maximum lifetime of the notification. So after a while older articles or forum topics, where no additional comments take place or are expected, will let the notifications pass out. Is there a point to be notified for a thread of interest after two years, when there eventually should come a new comment? The lifetime is automatically extended if a notification takes place.
Notifications in PM could automatically be cleaned up when the user did not show up during some period of time.
