#258 Make all files rw-r-r

I've noticed that in later distributions of Xoops (2.0.16 being the latest) a lot of files are attribute marked rwx-rx-rx. This causes havoc with some servers. Can we make sure that all files are attributed rw-r-r prior to packaging up the distribution. It saves a lot of time. Actually there is no good reason I can think of that they shouldn't be entirely read-only.
