#255 System Admin > Mail Users > Notify only users... by default

In System Admin > Mail Users, there is a checkbox named "Send message only to users that accept notification messages (optional)". Should this check box be always checked by default ? I'm thinking it is more likely that we will want this check box checked. We don't want to annoyed people who don't want to be annoyed...
