#168 Disallowing debug info to be shown to users / Anonymous

Now on selectiong the phpdebug or any debug option
the debug info will be appended to the bottom of the
site. I think it is bad.Only administrators shouldbe
allowed to see this . or add an option to select which
group should be alowed to see this debug info .
