#109 User preference to not view signatures

I'd like to have a user preference switch that
suppresses display of other user signatures. The
reason is that some user have long signatures with
embedded images, which is annoying.

The switch would be effective when viewing forum posts,
comments, etc. Of course, in the case of content
displayed by non-core modules, the switch would only be
effective if those modules support the switch.

The switch would be ignored when viewing a user's
profile, in case you want to view a specific user's
signature.
