#3 python specification parsing library refers to project ELIA

In lib/python/xooof/spectools, there are several scripts which are used for complex specification parsing such as needed for WSDL generation (and possibely CentraSite feeding).

Those scripts should thus be generic but I noticed various hard-coded references to project specific files, such as "F:/Projects/elia/dev/CC/shared/specs/Company.xml".
