#261 [1.4a1] Button emulation filters out modifier keys

If I use button emulation, I cannot use modifier keys.

The actual situation: mlterm uses ctrl+button3 to bring
up the config window. However, if I use button
emulation, the ctrl key is never seen by mlterm, and
xev confirms that the ctrl modifier is never passed to
X clients.

I am running XDarwin 1.4a1 (the xfree86 package on
darwinports) (XFree86 4.5.0) on 10.3.9.
