#243 Caps Lock requires two presses to unlock

In rooted mode (I haven't tried rootless) under the
4.2.99.901 binary snapshot I find that one press of
caps lock turns it on, but to turn it off
requires 3 more presses. The caps lock light turns on
and off in turn for each single press, but only the
second "off" actually turns it off for
the keyboard input.

I also have the numlock bug, number 484712, but I'm
almost sure the previous version of Xdarwin/XFree86 I
had installed (via fink) did not have this caps log
problem. I am running this version on a G4 and an
iBook, both have the same symptoms.

I also have Apple's X11 installed, but I'm fairly
confident it shouldn't be interfering in any way with
the 4.2.99.901 files. So long as it doesn't have any
extra config files that 4.2.99.901 then reads anyway.

This bug occurs in XFree86 4.4.0 when XKB is enabled. XKB is
disabled by default so most users should never run into it. Please
repost if you can duplicate on XFree86 4.4.0 with the default
settings.
