#11 Implement XEP-0174 support

Having read the spec at http://xmpp.org/extensions/xep-0174.html I hunted around for a solid day looking for a (preferably) Python XMPP library that supported XEP-0174. I didn't find any. Though Gaim and Telepathy claim to have forked projects and added XEP-0174 support, that seems hard to verify and if they did, they didn't do it cleanly. All the code is full of application and even platform specific stuff.

It would be excellent to have support for XEP-0174 in a popular Python library. From what I've been reading, it seems there is a lot of desire / support for such an implementation. Serverless communication would open up a wide variety of new applications, allow for increased local throughput and decreased latency, allow for increased security and privacy, and provide an excellent backup protocol when internet connectivity is not available.

I hope you'll consider (or reconsider, as the case may be) XEP-0174 support in your library.
