#3 Ass PHP support for RegisterNamespace

I see that the RegisterNamespace function is available in the C++ code but it's not exposed to the PHP objects. Could it be added? I think it would be a matter of adding it to the SXMPMeta_php.incl_cpp file, but I don't know how to do this. (not yet, at least)

Doing so would allow us to use the IPTC Extension (and other) schemas that aren't supported. For our work, we definitely need to Extension fields.
