#1 xmltester should support XRT - Sep_2002

The current (Nov 15, 2002) XMLTester executes tests
against a model based on an old (Spring 2002)
version of XRT. This needs to be replaced with
an implementation of the more comprehensive
schema types defined in the September 2002
XRT draft. Until this is done, it is possible to
create and store XRT-Sep2002 tests into the
XMLTester repository, but not to execute them.
