#4 DAV support (via Xincon) is broken

Xincon provides a WebDAV interface which used to work
with the XMLTester repository. However, since we
stripped out some of the Xincon resources and moved
them around in the XMLTester distribution, the DAV
support seems to have broken.
At least, it isn't working for me from WindowsExplorer.
I used to be able to connect to
http://xmltester:8123/xincon/db
and make changes to the repository, but Explorer
is failing to connect now. In the request log, I
see stuff like:

192.168.111.5 - - [08/Dec/2002:23:17:57
+00:00] "OPTIONS /xincon HTTP/1.1" 302 1125 -
"Microsoft Data Access Internet Publishing Provider
DAV 1.1"

I don't think this will be hard to track down. Just need to
go back to a config where it works and split the
difference.
