  not that i'm volunteering, but i have compiled xmlstarlet-0.9.5 on Cygwin without problems apart from the libraries specified in src/Makefile being incorrect.
  
  at present:
  
  LDADDS =       /usr/lib/libxslt.a /usr/lib/libexslt.a -lz -lm -lpthread   -liconv -L/usr/lib $(EXTRA_LIBS)
  
  should be:
  
  LDADDS =       /usr/lib/libxslt.dll.a /usr/lib/libexslt.dll.a -lz -lm -lpthread   -liconv -L/usr/lib $(EXTRA_LIBS) -lxml2
  
  or even (more portable):
  
  LDADDS =       -lxslt -lexslt -lxml2 -lz -lm -lpthread   -liconv $(EXTRA_LIBS)

  talk about progress! now you need to also add -lgcrypt to the libraries for v1.0.1 to compile on cygwin.
