You can check it out from the XmlRpc++ CVS repository. Under the section Code - CVS you can find how to log as anonymous user and the needed parameters.
If you are behind a company proxy, you can use the program CVSgrab (also available in sourceforge) to get the code.

The CVS-version is 3 years old and didn't work correct under windows xp.
