HP-UX 11.11 as well as Interix do not have strtoll/strtoull libc-functions,
but they do have __strtoll/__strtoull (HP-UX) or strtoq/strtouq (Interix).
Attached patch adds the configure-check and the conditionals to use the replacements.
xmlrpc_config.h.in doesn't look like autogenerated, so I've added the conditionals there.
