xmlroff (http://xmlroff.org) is an XSL Formatter written in C that produces PDF and PostScript. xmlroff 0.3.0 builds solely on open source software since it no longer supports a PDFlib backend. It also plays well with GNOME desktops since it uses Pango and the new PangoXSL library (from the PangoPDF project) instead of the previous PangoPDF library.
For current xmlroff versions to correctly produce text with both foreground and background colours, you need to apply the patch at http://bugzilla.gnome.org/show_bug.cgi?id=154574 to libgnomeprint 2.8.0 (or come up with an equivalent solution).
