[xmlroff] text-align justify

Dear list,
I've recently started using xmlroff for document generation purposes and
I found out that text-align="justify" property doesn't work as expected.
I've read somewhere that justify value isn't supported by Pango. Is this
true? Can anyone give me some hints on the problem (what files/routines
should be patched, etc.)?

The documentation for Pango's pango_layout_set_justify() [1] still includes:

   Note that as of Pango-1.4, this functionality is not yet implemented.

The GNOME bugzilla bug report about Pango and 'justify' is at [2].
