That looks like an error from PDFlib.
I haven't seen that error message before.

Since I can compile xmlroff, I'd like to know what's different for
you.

What font are you specifying in your FO file? If you're using a
generic font family like 'sans', try changing to a different family,
e.g., 'monospace', or to a specific font family, e.g. 'arial' or
'helvetica'.
Also try to reduce your FO file to the minimum that will produce the
error.
