Please file a bug on SourceForge and include or attach the error messages and
the FO file.  Quote at least part of the most significant error message in the
bug title.

Of course, if a bug was filed for every DocBook document that xmlroff couldn't
process, there'd be an infinite list of bug reports, but while there's only a
few reports, it's easy enough to keep track of.
