[xmlroff] ANN: Julian Rosse is xmlroff committer

I am pleased to announce that Julian Rosse has accepted developer
status on the xmlroff project.  Actually, Julian has had the status
for a while, and has used it to good effect in developing the
border-related shorthands support that went into xmlroff 0.3.3.
