No, they are not supported at the moment.

If your output depends on headers and footers, then xmlroff is not the
correct choice at this time.

While I and others on this list would appreciate it if you were able
to help out with getting headers and footers working in xmlroff, I
certainly understand that that's not the answer that you were looking
for.

In the event that you do not continue with xmlroff, I wish you well in
your use of XSL and hope that you will continue to keep an eye on
xmlroff developments.
