[xmlroff] Next xmlroff after 10th September

Releasing "on or about the first of the month" has had a liberal
interpretation recently.  It's being stretched again this month since
I need to write a paper for XML 2004 before the 10th.  I'll have some
spare time for xmlroff after then.
