[xmlroff] [ANN] Fabio Arciniegas is xmlroff developer

I'm pleased to announce that Fabio Arciniegas is now a developer on
the xmlroff project.  Fabio has been a developer for PangoPDF for a
while now, so this is an expansion of his interests rather than
something new.

Fabio announced his interest in using xmlroff with the Universal
Business Language when he introduced himself to this list in June.  He
contributed the new 'INSTALL' instructions for xmlroff 0.2.8, and I
look forward to more contributions in the future.
