[xmlroff] New xmlroff, testing, testsuite, and spec-dump

New versions are now available from the Sourceforge download site
accessible from http://sourceforge.net/projects/xmlroff/.

Even the website at http://www.xmlroff.org/ has been updated.

It's all part of a new "On or about the first of the month" release
schedule.  Since it's hard to find the spare time to make significant
progress on xmlroff within a month, I've decided to make new releases
on or about the first of the month no matter how insignificant the
changes.

And, of course, any contributed changes would also make it into the
next monthly release.
